Water Availability
San Mateo County will require a letter from Skyline County Water District (SCWD) as to the availability of water for any construction project within our district boundaries. Availability is determined by the characteristics of the requirements imposed by other entities and existing facilities. Any documentation or plans available should be presented to the district to determine the impact, if any, to the distribution system.

An existing domestic water service connection will be evaluated to determine if the size of the meter and length of service line will supply adequate water supply for the structures involved. If an existing service is to be upsized a reduction in the plant and utility fee is available.

Meter Size
Meter size is determined by a licensed plumber, licensed contractor and confirmed by using the Table 6-4, of the Uniform Plumbing Code to calculate a weighted fixture unit count. This count is then referenced on Table 6-5. of the Uniform Plumbing Code.

Some new construction or remodel projects are required to install a fire suppression system (FSS). Skyline County Water District requires all FSS be connected via a separate meter and service line apart from the domestic service. SCWD does not charge plant and facility fees for this meter installation. The connection fee is estimated on the median installation requirements. Terrain characteristics and meter size can influence this charge.

Backflow Device Required
SCWD requires a backflow prevention device on the customer’s side of the meter, as close to the FSS meter as reasonably possible. The backflow prevention device is the property and responsibility of the homeowner and is to be installed and annually inspected by a certified backflow prevention specialist.

An application for a new connection for domestic water service must be evaluated to determine if the SCWD’s distribution line is sufficient for the service requirements. If the distribution line is not capable of supplying the service without modification, final approval will require a system improvement project. System Improvement Project
Skyline County Water District considers a system improvement project any construction, remodel, and/or upgrade involving the water distribution system. These types of projects require deposits, bonds, insurance and construction specifications outlined in SCWD’s Standards and Specifications. A compilation of District rules, regulations, standards and specifications is available and provide at no cost.
