Schedule of Rates & Charges
(Summary of Resolution 2005-07)
Application Fee - $15.00
A fifteen dollar ($15.00) charge shall be paid upon submitting
a signed application for opening or changing an account for
any water service, fire service or temporary service.
Guarantee Deposit
A $100.00 deposit is required to establish service. Deposits
will be refunded after a year of excellent payment history
or towards the final bill. Deposits may be increased, if the
account history warrants additional coverage of charges. Customers
must request the refund of a deposit based on payment history.
Refunds will be made pursuant to Ordinance No. 53, Article
15.1.
Water Service Charge:
All water services, except fire services, will pay a monthly
service charge of $35.00. All commercial water services, except
fire services, will pay a monthly service charge of $45.00.
Capital Improvement Charge
All residential water services, except fire services, will
pay a monthly capital improvement charge of $5.00
Water Consumption Charge:
In addition to the monthly service charge, a consumption charge
for water provided each billing period will be as follows:

Private Fire Hydrant &
Fire Suppression Service
Private fire hydrant services will pay a monthly service charge
as follows:

In addition to the monthly service charge, private fire
services will pay a consumption charge for water recorded
on the meter for any purpose other than fighting accidental
fires at the highest unit rate listed above.
Late Charges and Penalties
All bills are due, payable upon receipt, and delinquent after
the twenty-fifth (25th) of the month (designated on the statement).
If payment is not received by the end of the business day
of the 25th, a penalty of $5.00 will be assessed. In addition,
any previous balance remaining will be charged a fee of 1.5%.
Return Check Charge
A $25.00 fee shall be charged to any customer for any check
returned by the bank for non-payment.
Shut Off Notices & Reconnection
Charges
If an account balance becomes thirty days past due, the service
will be subject to shut off. Prior to discontinuance of service
the district will attempt to mail a final notice through the
United States Postal Service. A $20.00 fee will be charged
for this notice. If service is discontinued, a $25.00 reconnection
fee and all charges to date will be paid prior to reestablishing
the service.
Meter Test - Deposit
If a customer desires to have a meter serving their premises
tested for accuracy, they shall first deposit with the District
$240.00. If the meter is found to run faster than AWWA standards,
the deposit will be returned.
Application Fees – Plant
& Facility, Water System Improvements.
An application processing charge to review and prepare a recommendation
to obtain conceptual approval from the Board of Directors,
shall be payable upon submittal of an application for a Plant
& Facility Project, System Improvement Project, Water
Main Extension, Relocation, Upgrade, and/or other District
Improvements or for construction of water facilities pursuant
to subdivision proceedings, is established at $660.00.
Plan Check and Field Inspections
Following submittal of engineered plans for a system improvement,
the applicant shall pay a plan check processing fee established
at $165.00 per hour, prior to obtaining authorization to proceed.
District Field inspections will be billed at a rate of $155.00
per hour. Request to provide flow data for a hydrant will
be processed at a charge of $120.00, in addition to a per
unit charge of $14.50, (minimum charge of one unit).

Temporary Service - Hydrant
If temporary service is applied through a fire hydrant, a
permit for the use of the hydrant shall be obtained from the
District. The District may issue permits for a period of 120
days. The applicant shall pay in advance a deposit of $200.00
for each permit for each permit period. The fire hydrant valve
shall only be operated by use of a spanner wrench designed
for this purpose.
Rates:
- Connection fee - $ 60.00
- Monthly service charge - $71.25
- Consumption charge of $18.20 per unit
District Labor Charges
Charges for services and labor performed by the District shall
be billed at the current hourly or overtime rate including
benefits established for District personnel.
- Repair of District facilities damaged by others
- Customer request for after hours service call
- Investigation and related services and/or inspection of
System Improvement Projects.
